Assign/unassign frameworks at subgroup compliance center

Problem to solve

When the compliance center was first introduced it accidentally allowed assigning and unassigning frameworks from projects at the subgroup level. As part of Compliance center for sub-groups (#441193 - closed) this functionality was removed. Users are now expecting this functionality to be available.

Proposal

Add the functionality to assign/unassign frameworks to/from projects at the subgroup level. This should include the bulk assigning tool. Only for subgroup/group owners
